Canary vs WebKit CPU usage when transforming lots of elements

Issue description

This may be too much of a micro-benchmark to be useful, feel free to close if so.

WebKit nightly uses significantly less CPU animating this, and is slightly smoother.

This is micro-benchmark-ey, but may be useful to look into with a view to CompositorFrame update cost and our commit times to CoreAnimation.
