What steps will reproduce the problem?
(1) Launch chrome,open dev tools window and navigate to 'Console' section.
(2) Click on Filter icon,type in text field then press Ctrl+A and observe text selection in text field from bottom side.

Text selection in text field is not proper from bottom side.

Text selection should be proper.

This is a regression issue,broken in 'M-50', below is bisect info:

Good Build: 49.0.2623.0
Bad Build: 50.0.2625.0
