[Regression]: Unwanted black space is seen on right and bottom ends of video player

Version: 51.0.2692.0/8125.0.0 (Official Build) dev-channel peppy,daisy
OS: Chrome os

What steps will reproduce the problem?
(1) Enable Chromevox from Accessibility section 
(2) Open any video in default media player
(3) Hit full screen >> Now again hit it exit from full screen >> Now observe Right and bottom of video player

Expected: No black border should be seen on exiting full screen when chromevox is enabled
Actual: Instead Unwanted black space is seen on bottom and right borders of video player

This is a regression issue as it is working fine in 46.0.2463.3/7305.0.0 (Official Build) dev-channel quawks

Issue is also seen in 49.0.2623.95/7834.60.0 (Official Build) stable-channel daisy.

Able to reproduce the issue on Peppy using chrome version 51.0.2692.0/8125.0.0

ChromeVox Next is being developed.
Let's punt this and see if Next fixes the issue.
