Regression: 'More actions' menu of chrome://downloads does not close on pressing Esc key at first instance.

Chrome Version: 51.0.2693.2 (Official Build)255cb9d4b581ae3eb9a5b582175bc18c7997a741-refs/branch-heads/2693@{#2}-32/64 bit
OS: Windows(Win 7- Aero enabled), Mac

Steps:
1. Launch chrome, download any page and navigate to chrome://downloads
2. Resize the browser window and click on 'More actions' icon of chrome://downloads
3. Press Esc key and observe.

Actual: On pressing Esc key highlight on 'Clear all' option vanishes and 'More actions' menu stays.

Expected: On pressing Esc key, 'More actions' menu should get close.

This is regression issue broken in M-51, will soon update the bisect info.

Good build: 51.0.2688.0

Just to update,able to reproduce the issue on windows 7 using chrome latest canary version	51.0.2695.1.
