Race condition which sometimes show send SSRCs for peer connections that are receive-only

Issue description

Over time, we've had several bugs where send-only stats are being logged for receive-only peer connections (and vice versa). 

This seems to be caused by some kind of race condition at the chrome://webrtc-internals stats.

This has produced a lot of extra work for perf sheriffs, since after such stats have appeared once and then disappeared again, it triggers "data missing" alerts after a while. Investigating these takes time and it's impossible to see any explanation in the blame lists.

I think we should consider fixing this, especially as writing a small test page to repro it shouldn't be too hard.

kjellander@ - I see that the bug is fairly old - is this still an issue?

I can't remember seeing this happen in my last few shifts so I'll be happy to close this for now. 

I'll send out an e-mail to all of our perf sheriffs to double-check.
