ERR_INTERNET_DISCONNECTED on Google Hangouts (hangouts.google.com)

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.108 Safari/537.36

Steps to reproduce the problem:
1. Open https://hangouts.google.com
2. Pin tab and restart Chrome
3. Open the Google Hangouts tab

What is the expected behavior?
See your conversations and contacts.

What went wrong?
No contacts or conversations appear. Two errors appear in the developer console:
- Uncaught CustomError: Jsloader error (code #1): Timeout reached for loading script //apis.google.com/js/client.js
- Failed to load resource: net::ERR_INTERNET_DISCONNECTED: https://clients6.google.com/chat/v1/conversations/syncallnewevents?key=AIzaSyAfFJCeph-euFSwtmqFZi0kaKk-cZ5wufM&alt=protojson

OS Version: Kubuntu 15.10

I am unable to reproduce this on 51.0.2693.2 (Official Build) canary Mac.  Specifically, I:
* Set "Continue where you left off" in Chrome settings for behavior on startup.
* Went to https://hangouts.google.com
* Pinned the tab
* Quit Chrome
* Restarted it

The result was the hangouts tab came back, looking fine.

Could you reproduce this behavior while taking a net-internals dump and attach that dump to this bug report?  (See https://sites.google.com/a/chromium.org/dev/for-testers/providing-network-details for instructions.)  That will give us more detail as to what the browser thinks is happening.  

Note that ERR_INTERNET_DISCONNECTED usually means no internet connection; it's hard to produce that error without there being a problem with the network interface.  So if you could just do a bit of confirming that the rest of the system thinks it has access to the network interface and the internet, I'd appreciate it.
