A couple of questions:
* You say "In OS X working correctly"--do you mean that it works correctly in Chrome on OS X, or that it works correctly in some other browser on OS X?
* Similarly, what platform (OS X, Windows, Linux, Android, etc.) are you seeing this on?
* How is Chrome configured in chrome://settings for "Behavior on startup"? Is it "Open the new tab page", "Continue where you left off", or "Open a specific set of pages"?

Also, could you reproduce this problem with a network internals dump (see https://sites.google.com/a/chromium.org/dev/for-testers/providing-network-details for details) and attach it to this issue?

Mike: Am I correctly recalling that if we restore tabs on startup, we also restore session cookies? More generally, what do you know about our session cookie policies?

Components: Privacy
Correct - if you choose to restore tabs on startup ("Continue where I left off"), session cookies are retained. Given the multitude of product form questions, stack overflow questions, and bugs filed on this topic, perhaps we should communicate that more clearly. We do mention it somewhere in the Help Center though.

neracastle@, do you have that setting? Does changing the startup behavior fix the problem?
Yes you are right - I choose restore tabs on startup.. Thanks.
