Incognito mode uses autocomplete credentials

Issue description

PRIVACY ISSUE
Please provide a brief summary of the privacy issue.

VERSION:
Chrome Version: 49.0.2623.87 m stable
Operating System: Win 8.1 Enterprise

Preconditions:
credentials for some sites (e.g. https://mail.ru) are saved in Chrome in order to use autocomplete.

REPRODUCTION STEPS
1. Open Incognito mode in Chrome.
2. Go to site with saved credentials (e.g. https://mail.ru)

Actual result:
Form for username and password is autocomplete with saved credentials.

Expected result:
Incognito mode is clean and doesn't use saved credentials from normal Chrome mode.

Incognito mode is built on top of the regular mode and can reuse some of its settings and data. In this case, I believe this is working as intended.

However, if I'm not mistaken, in incognito we require an explicit action (i.e. select credentials from the dropdown) instead of directly autofilling. Are the credentials on mail.ru autofilled automatically?

Yeah, you're right. Explicit action (select credentials from the dropdown) is required. But still is it OK that incognito mode uses saved credentials from normal mode Chrome?

Thanks for the report and for the clarification. I can confirm these three things:
 * Chrome in Incognito mode will never offer to save credentials.
 * Credentials saved in normal mode are offered for filling in Incognito.
 * Credentials saved in normal mode are not filled automatically (without the user action).
