Regression: Border color is not seen properly for Switch people faster notification. in avatar bubble.

OS: Windows (Win 7-Aero enabled)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://settings, and a  new user from 'People' section.
2) Click on avatar bubble in top R.H.S and observe the left border of 'Switch people faster' notification.

Blue color is not seen on the left border of notification.

Blue color should be seen properly on left border of notification.

This is a Regression issue broken in M-51, will soon update other info

This issue looks similar to the  bug 597937 .Hence merging this into 597937.
