Issue descriptionFeatures: what does it do? why do we need it? Many time in Chrome we delegate management to other systems. examples of this are managed or recommended policies, master prefs, extensions, etc. In settings: we need a clear way to explain to the user: - the effective value of a preference - why or how this^ is working - what can be changed (or explicitly that thing *can't* be changed in that case) Use cases that I know of: - policy - managed - show why a pref is set and why it can't be changed - recommended - if different from the recommended, show a UI that easily resets? (note: feature request) - extensions - show which extension is managing a pref cc'ing some folks that probably know more use cases i'm forgetting.

SGTM. I had talked with bettes@ about this a few times, and I know he was thinking about this. We also do it in a few places already, though very inconsistently.

I need some more direction here. Looking at what we do today (tooltip.png), are you suggesting we just be more explicit about the wording in the tooltip or you suggesting we do something beyond the tooltip? In settings: we need a clear way to explain to the user: - the effective value of a preference You suggesting different strings? - why or how this^ is working You want to explain the tech behind this? - what can be changed (or explicitly that thing *can't* be changed in that case) We're doing this already with disabled colored text + icon are we not?

So splitting this request up: 1) We need an MD version of the tooltip shown in your screenshot (requirement for launch) 2) We'd like to let users get more information for these tooltips, eg. a link to a help center article on why they can't change it, a description of the admin policy that is restricting that setting, etc. We also have different reasons a setting can't be changed: the majority of the time it's an admin policy, but at least on Chrome OS there are some settings that only the owner can change. For #2, it might be useful to chat with enterprise folks who were thinking about this. I'll set up some time.

Reached out to the enterprise folks who had previously requested some changes to the indicator a while back, and they don't have any requests beyond the current behavior. So I think we're good sticking with just (1) for now.
