Items under the Zoom and Edit submenus are not accessible

Issue description

Chrome 51.0.2692.0.
On the Mac and while VoiceOver is on:
1. Find the toolbar using ctrl-option-left/right.
2. Interact with it and find the Chrome menu button.
3. Press ctrl-option-space to open the menu.
4. Navigate up and down using ctrl-option-up/down and observe that for the Zoom and Edit menus you only hear "Zoom interactive" and "Edit interactive":
A) The items in these submenus, e.g. "Zoom in", "Cut" and "Paste" are not announced.
B) There is nothing "interactive" about these menus.

I reproduced this locally. The issues with these menus are in MainMenu.xib.
Oh, to edit the XIB files, I need to use Xcode 5.1 and OS X 10.9.5, according to http://dev.chromium.org/developers/design-documents/mac-xib-files, so I'll have to hold off on fixing this for now.
Wait, I just chatted with lpalmaro@ and figured out how to use these:

1) ctrl-option-down through the menu to Zoom
2) ctrl-option-shift-down to Interact with it
3) ctrl-option-left/right to traverse the buttons

That said, the labels on them are all wrong: "zoom out" is called "Remove", and "zoom in" is called "Add". Oops.

AppMenu: add accessibility descriptions to zoom buttons

Right now these inherit their descriptions from NSAddTemplate and
NSRemoveTemplate, which have generic "add" / "remove" alt text. This change
adds accessibility descriptions to the buttons to give more context to screen
reader users.
