Bad Clock Interstitial - auto-reload after clock fixed

Issue description

After the user sets the time correctly, try to auto-reload the page. 

We do this for other network error pages when connectivity is restored, and limit to active tab only. 

I could imagine having a JS poll loop that looks to see if Date() is substantially different from what it was at the time of the initial interstitial display - and if so, reload the current tab then.

Of course, if the cert really does have an invalid date, this results in the  transition between these two states:

chrome://interstitials/clock?clock_manipulation=2
chrome://interstitials/ssl?overridable=1&strict_enforcement=0

I find myself having this strange desire to present something that feels like a reward for setting the clock correctly, rather than replacing the red clock with a red padlock. :-)  Silly I know.
