Minimum font size inconsistent user experience

Issue description

Chrome Version       : 49.0.2623.108

Other browsers tested: Same behavior on Firefox 45 with min size set to "14"

What steps will reproduce the problem?
(1) Set minimum font size to 14
(2) Access different websites
(3) Confirm some websites have fonts much smaller, even though min size 14 is being enforced

What is the expected result?

I don't think this is a bug in Chrome but the way fonts work in all browsers. Setting a minimum font size does not ensure all text will be at a size that is readable for someone with vision impairment. Even with a minimum font size, you have to zoom in most websites and the whole experience is very inconsistent. Would specifying the min font size in em's be better than px's?

What happens instead?

Fonts are way too small in many websites and the minimum font size doesn't really translate in a "real world" minimum font size.

Unable to repro this issue on Windows 7 for Google Chrome Stable Version - 49.0.2623.110

@gpt: Could you please re-test the same on a clean profile [chrome://settings -> Add Person] and let us know your observations.

Also, please provide us the website where you were observing this. Since above 2 websites are displaying the same font size.

Your test doesn't actually test this issue. The minimum font size was set to the tiniest size, which had to effect on how both websites look. Try setting it to 14 or even 16 and the difference will be clear.

I'm observing this on the 2 websites which I provided before, since they are displaying font sizes that appear different to the naked eye. Even though Chrome is enforcing font-size:14px on the calculated stylesheet, one website still looks smaller than the other (and harder to read).

I re-tested again with a clean profile and got the same results on the 2 websites I provided before. This was tested on Windows 10 and Fedora Linux 24 with the same results.

Font sizes are sadly not consistent across fonts, there really isn't anything we can do about that I'm afraid.
