Issue descriptionChrome Version:49.0.2623.110 (Official Build)575538bc320e213510be1e66f3521382e615129d-refs/branch-heads/2623@{#657} 32/64-bit. OS: Mac,Windows,Linux What steps will reproduce the problem? 1. Launch chrome and navigate to https://www.womentechmakers.com/ 2. Scroll down the page and click on play button of the video. 3. Click on ‘Fullscreen’ icon and then ‘Exit the fullscreen’ icon of the video 3. Observe the webpage. Actual: Webpage get auto-scrolled to top on exiting the video from fullscreen. Expected: Webpage should not auto-scroll to the top on exiting the video from fullscreen. This is non regression issue, seen from ‘M 30’ (30.0.1549.0)

This works fine on other browsers (Safari, Firefox). I think this is an issue with Fullscreen logic. +philipj to further triage.
