Issue descriptionChrome Version: 49.0.2623.110 Revision 575538bc320e213510be1e66f3521382e615129d-refs/branch-heads/2623@{#657}(32/64 bit) OS: All(Win-7 Aero Enabled) What steps will reproduce the problem? (1) Launch chrome, open NTP and then open dev tools window on it (2) Press 'Esc' key,click on 'Open tabs' then select 'Animation' and reload page. (3) Click on recorded animation then pause it and resize dev tools window. (4) Repeat step 3 and observe. After step 3, Animation scale reset to zero. Animation scale does not reset to zero.
