What steps will reproduce the problem?
1. Launch chrome and navigate to above url.
2. Now Right click with mouse and open inspect element.
3. Go to 'Network' section and press 'F5' key from keyboard to record some activity in the page.
4. Now close the devtools window and observe the pdf page.

Actual: Pdf page goes blank after pressing 'F5' key from keyboard (to record some activity) in 'Network' section of devtools
Expected: Pdf page should not go blank.

This is a regression issue broken in 'M-42' and below is the manual regression and Narrow bisect info :
Good Build: 42.0.2274.0
Bad Build:  42.0.2275.2
