Regression:Misalignment of permission bubble is observed on ‘Hangout’ after exiting the fullscreen.

Issue descriptionChrome Version:51.0.2692.0 (Official Build)21ad7445a7f1b2dfa2e8ee6475594b9037b3c7c8-refs/heads/master@{#383454} 64 bit OS: Mac What steps will reproduce the problem? 1. Launch chrome and https://hangouts.google.com/ 2. Sign in with valid credential and click on ‘Video call’ icon such that video call window gets open with the permission bubble. 3. Go to ‘View’ >> ‘Enter Fullscreen’ and then ‘Exit fullscreen’ (as shown in video) 4. Observe the microphone permission bubble. Actual: Misalignment of permission bubble is seen. Expected: Permission bubble should be proper seen. Removing blink component as this seems like an UI issue.

I can't repro this, but I can't get hangouts to have a popup window style. The logic for placement of permission bubbles in fullscreen on mac has been rewritten recently. This should be retested on current canary.
