Regression: Flickering of video is seen on playing at "tetraedr.com".

Chrome Version: 51.0.2692.0 (Official Build) 21ad7445a7f1b2dfa2e8ee6475594b9037b3c7c8-refs/heads/master@{#383454} 64 bit
OS: Mac

Steps: 
1. Launch Chrome and navigate to above URL.
2. Scroll down the page, click on 'Video' tab and play the video, observe

Actual: Flickering of video is seen on playing.

Expected: No flickering of video should be seen.

This is a regression issue broken in M-51, will soon update the bisect info

Good build: 51.0.2688.0

Bad build: 51.0.2689.0

Note: This is Mac OS specific issue not seen on Linux and Windows

Likely a dupe of  issue 598269 , but this reproduces on my machine while that issue doesn't, so not duping yet.

This is working fine on Mac 10.11.3 using latest canary 51.0.2699.0.
Removing the Blocker for please add if its still reproduced in the TOT.

Works fine on the latest canary(51.0.2700.0) on Mac OS 10.11.3 and is same as Issue 599314. Hence merging into that.
