Video controls do not work when video is fullscreen

What steps will reproduce the problem?
(1) Visit https://m.reddit.com/r/videos/comments/4c17e6/crushing_coins_with_hydraulic_press/
(2) Tap the video to start playing
(3) Tap the video again and hit the fullscreen button
(4) Notice the controls do not work: pausing, scrubbing, etc, all do nothing.

I'm not sure if this is a fullscreen bug or a video bug. @william.xie@chromium.org, can you please triage this?

I have reproduced this issue, but the latest upstream code has switched to AVDA path, the issue is still there, but different behavior. Looks like it is fullscreen bug, not the video bug. 

BTW: is it Pri 1 issue?
If it is not so urgent, I will take a look recently.

This breaks video on major sites (youtube embedded anywhere, etc) so I do think this is P1. That said, there may be other higher priority bugs with fullscreen that I'm not aware of.

Just confirmed that this issue was fixed on 51.0.2697.0, next step I am locating which CLs fix it.

CL (https://codereview.chromium.org/1823143002) has fixed this issue.
Merge this bug to  Issue 596803 .
