Number input width collapses inside a flexbox if min and max attributes are specified

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.108 Safari/537.36 Steps to reproduce the problem: 1. Have a wrapper div that has "display: flex;". 2. Add a number input that has both a "min" and a "max". What is the expected behavior? The "min" and "max" attributes shouldn't have an effect on the input's width. What went wrong? The input's width is collapsed to about a third of what it's supposed to be. This can be worked around if the "step" attribute is set to "any" or either "min" or "max" are removed. Please see the attached file for a reproduction. Did this work before? I filed the bug mainly because of the width that changes depending on whether the input has a "min" and a "max". As for the hover behaviour, I'm not sure what the standard says about it. IE and Edge don't show the arrows at all, Safari and Firefox show them all the time and Opera shows them only on hover.

Able to repro this issue on Windows 7, MAC (10.11.3) & Ubuntu Trusty (14.04) for Google Chrome Stable Version - 49.0.2623.110 This is a Non-Regression issue existing from M30 - 30.0.1549.0
