Steps to reproduce the problem:
Viewing https://bugs.chromium.org/p/chromium/issues/detail?id=591062#c3 on mobile with scroll anchoring enabled. The page keeps jumping back to the top of the page.

With scroll anchoring disabled there's a flicker, so I imagine the page is doing something weird. But hey, the web is full of weird.
