Repro: 

1) open http://nationalmap.gov/small_scale/printable/images/pdf/reference/pagegen_hi.pdf
on a Pixel (1 or 2) on dev channel. 
2) Attempt to scroll, zoom and scroll, just try doing the usual thing you do with a map.

The map is unusable:

The viewer appears to be almost always tiling the map in weird ways, being lazy in updating the tiles, and the scroll bar.
