Update VP9 profiles in VAAPI wrapper after libva is updated to 1.7.0

After libva is updated to 1.7.0 we'll need to update kProfileMap in
content/common/gpu/media/vaapi_wrapper.cc which maps libva VP9 profiles to media::VideoCodecProfile values. Currently only VP9 profile 0 is present there.

This now lives in https://cs.chromium.org/chromium/src/media/gpu/vaapi_wrapper.cc?rcl=df9f0738fe5536659fb8b5c405342a3d35aa2234&l=134, but the issue should still apply.
