<settings-dialog> weird behavior when resizing window height.

See screenshot. The white background is shrinking but the size of the dialog is not, resulting in the contents of the dialog to not have a background.

The bug is coming from paper-dialog-behavior. Filed https://github.com/PolymerElements/paper-dialog-behavior/issues/83.

The fix that landed on the Polymer side was reverted, see https://github.com/PolymerElements/paper-dialog-behavior/pull/86#issuecomment-204524690. The suggestion is to use "overflow: auto" manually instead.
