Make metrics for async API calls to prevent delays from creeping up.

As a result of the changes in  bug 589526 , we need to monitor the api calls (which are now more-or-less instant) for changes in latency.  If latency increases, we need to improve the UI in bookmarks and NTP so that it doesn't cause blank screens.
