turn off notification alerts for "Apache processes is CRITICAL"

Issue description

That eMail comes and goes but there's nothing we can do about it.  The reason it exists is to remind us about issue with regards to load-balancing.  I think we can replace the alert with a histogram of the apache processes like '[drone] Num of active processes' and have a cron job upload the stats at the same frequency as nagios currently does.  

In any case this bug is just to discuss whether it's a good idea to turn off the alerts with a more appropriate alerting mechanism.
