Gaia UI flashes on the 2nd time showing up

Repro steps:
1. Get to login screen
2. Click "Add Person"
3. Press ESC to dismiss it
4. Click "Add Person" again

After Gaia shows up, it flashes after a couple seconds.

cros: Fix Gaia flashing on 2nd show

Hide then show a webview tag could cause it to generate additional
contenLoad event. Since opacity is used to hide the webview, setting
hidden is not necessary.
