[Regression]: Focus ring is not fully seen on links on using tab on bubbles

Version: 51.0.2690.0 dev
OS: Ubuntu 12.04,14.04,Windows

What steps will reproduce the problem?
(1) Launch chrome >> Block Images/Java script by clicking lock icon (or) Open NTP >> Click on Mic icon >> Click Allow/Deny so that Images/Javascript/Media icons appear in omnibox
(2) Now click on those icons so that media/images blocked bubble appears
(3) Hit tab until you reach "Manage Settings" link and observe focus ring

Expected: Focus ring should be fully seen on hitting tab in bubbles
Actual: Instead focus ring is chopped at left end of "Manage Settings" link

This is a regression issue broken in M51.

Another issue is seen with the same Change as Culprit

Steps to reproduce:
1. Fresh launch chrome >> Add another Person >> Now click on Profile name on top right and observe unwanted white border on top of "Switch People faster" promo

Expected: No unwanted white border should be seen on top of promo/ Blue Highlight of promo should be equally visible without any white border

Actual: Instead Blue highlight is not fully applied/ Unwanted white border is seen on top of promo.
