[Regression]: Top border of Name field is seen missing in bookmark bubble

Version: 51.0.2690.0 dev
OS: Ubuntu 12.04,14.04,windows

What steps will reproduce the problem?
(1) Launch chrome and try to bookmark any page by clicking start icon on omnibox
(2) Observe border of Name field

Expected: Border of Name field should be fully seen.
Actual: Instead top border of name text field is not visible.

This is a regression issue broken in M51.

Issue is also seen with translate bubble.

Translate any webpage >> Click on translate icon and click options >> Observe Text box of "Page language" dropdown

Expected: Top border should be seen.
Actual:Instead top border is seen missing.
