What steps will reproduce the problem?
(1) Launch chrome and add above theme
(2) Open incognito window >> Click on wrench menu and observe focus on wrench menu button

Expected: Focus on wrench menu should be seen even after adding theme
Actual: Instead toolbar buttons are not seen on adding theme

This is a regression issue broken in M51.

NOTE: Issue is seen in windows when "Material Design in the browser's top chrome" is enabled
