Window position not being remembered.

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8100.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2687.0 Safari/537.36
Platform: Platform 8100.0.0 (Official Build) canary-channel link

Steps to reproduce the problem:
1. position window, app or files manager
2. close and then reopen the window

What is the expected behavior?
Window opens in the same position it was closed in.

What went wrong?
Watch the screencast I made.

Did this work before? Yes Prior to version 51?

Chrome version: 51.0.2687.0  Channel: canary
OS Version: 8100.0.0
Flash Version: Shockwave Flash 21.0 r0

This issue was just reported by another user on Chromebook Central, and I was able to duplicate it on:

It has now made it to Stable 50. No matter where the window is positioned, no matter what size, every time it is closed and reopened the window moves.

Comment #5: duplicated in 602661. Once  crbug.com/602661  is fixed, settings/apps window will not move when restoring. We have solutions already, just wait a comment for deciding the solution.

The reported issue is another issue, seems like when restoring browser window, it is trying to center that.

Yes. Once the patches in 602661 are applied, the browser window will be fixed at vertical center like Browser #2.png, but not moving down. So when browser window restored to vertical center is fixed (this issue), together with, not moving down and right (602661) fixed, your attached pictures will be fixed. We are working on it.

The single window seems to be placed into the center of the screen according to this: https://code.google.com/p/chromium/codesearch#chromium/src/ash/wm/common/window_positioner.cc&q=window_positioner.cc&sq=package:chromium&l=133

+oshima, is that intentional, and do we need to fix this?

Yes, this is by design, except that moving down is the bug  crbug.com/602661 .
