Window buttons sometimes won't lose focus on mouse-out

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36

Steps to reproduce the problem:
1. Mouse over the Close button.
2. Move your mouse down quickly

What is the expected behavior?
Close button should lose focus when mouse is not over it.

What went wrong?
Focus stays as if the mouse is over the button.

Did this work before? N/A 

Chrome version: 49.0.2623.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0
