Blimp Engine crashes due to surface manager DCHECK failure.

Fixed.

The original bug: https://bugs.chromium.org/p/chromium/issues/detail?id=595497.

The CL https://codereview.chromium.org/1830293003/ removed blimp ui context factory, and thus solved Blimp Engine crash issue. 

The root cause is tracked in the original bug.
