H/W decoding failed decode codecs on Windows |

Issue descriptionVersion: 51.0.2687.0 OS: Win I don't see this issue repro on Mac with same build. I only see it repro on Windows, this is a regression from M50.I will find out since when it regresses. Turn off H/W decoding the issue is gone. What steps will reproduce the problem? (1) navigate to 172.31.18.18/videostack/testmatrix/index.html?file=avatar2.mp4 What is the expected output? video plays through What do you see instead? vidoe stop playing at 8th second Please use labels and text to provide additional information.

it probably related to the mp4 codec profile. I only see it repro on profile H.264 High but not on H.264 main or baseline.

The H264Parser class needs to be a member of the H264ConfigChangeDetector class. Currently we use a new instance of the H264Parser class to detect stream configurations which causes errors because we fail to map a PPS to its SPS etc. Maintaining the same instance of the parser alleviates this problem.
