r12096 == https://codereview.webrtc.org/1823623005, which is a chromium roll that also includes some libvpx changes. A wide variety of tests appear to have been impacted, including those related to SSIM, PSNR, bitrate, frame size, and timing (e.g. sender and receiver times).

Note that I've linked a bunch of improvements that are also associated with r12096, so this might be another example where we determine if the improvements outweigh the regressions.

There is a bugfix in libvpx (regarding the encoding mode used in the screenshare_2sl test) that should improve some of the plots that show regression. The fix will get rolled in today so will monitor the changes tomorrow or monday.
