Mac: Scrolling rails are broken |

Issue descriptionVersion: M51 Canary OS: Mac What steps will reproduce the problem? (1) Scroll using the trackpad on a page that allows horizontal and vertical movement What is the expected output? Scrolling should lock to one direction (horizontal or vertical) What do you see instead? Scrolling doesn't lock, and you swim around the page. This is a recent regression.

likely my change with enabling gestures for mouse wheel scrolling. does --disable-wheel-gestures make it work again?
