AffiliatedMatchHelper should set up blacklisted logins for prefetching as well |

Issue descriptionCurrently, the AffiliatedMatchHelper will only instruct the AffiliationService to fetch affiliation information for autofillable (that is, non-blacklisted) Android logins. Now that we intend to resolve the Android URI into the corresponding Web origin and show it in the blacklist section of the 'Saved passwords' UI, the AffiliatedMatchHelper will also need to set up prefetching for Android URIs that appear in blacklisted logins.
