REGRESSION: No status bubble on link hover |

Issue descriptionChrome Version : 51.0.2687.0 OS Version: 10.0 On Chrome Dev/Win, I no longer get a status bubble on hovering links. This is a very recent regression.

Crazily, now I get a status bubble, but it always shows the same (wrong) link target no matter what tab I'm in.

Able to reproduce the above issue on Windows 10 with chrome version 51.0.2692.0. This is a regression issue broken in M51, below is the bisect info. Manual bisect ------------- Last known Good build - 51.0.2686.0 First known Bad build - 51.0.2687.0 Narrow bisect ------------- You are probably looking for a change made after 382424 (known good), but no later than 382433 (first known bad). My CL has nothing to do with UI or StatusBubble..... It only added a UMA metric in download protection... I doubt it has any effect on status bubble. +scottmg@ to help triage.

In that range, the most probable-looking CL is ananta's ( https://codereview.chromium.org/1819633002 ). Unless the bisect isn't correct.

this bug should be the same as https://bugs.chromium.org/p/chromium/issues/detail?id=597244. That was fixed. I tested with 51.0.2692.0 canary on Windows 7/8.1/10. The bubble shows up fine.

The bubble now appears sometimes, but not other times, and rarely correctly: (1) Just now I tried creating a new window with ctrl-N. Bubbles do not appear on hovering any links in this window. For example, visiting https://badssl.com/ and hovering the text "expired" near the top gives no bubble. It does on Firefox. (2) In my current window, hovering links (such as that text) _does_ show a bubble, however the contents of the bubble are always the same no matter what link I hover or what tab I'm in, and despite the bubble contents showing a trailing ellipsis, the bubble does not expand on continuing to hover the link. My suspicion is that there used to be some sort of visibility event that triggered the bubble to update its contents (e.g. by doing a layout) and after the changes above that is no longer occurring in all the cases it needs to.
