Use Material, not Hybrid, mode when touchscreen is disabled |

Issue descriptionChrome Version : 50.0.2661.32 OS Version: 7978.18.0 On a Chromebook Pixel, use about:flags to enable debugging shortcuts, then use search-shift-t to disable the touchscreen. At this point we should use the "material" style for MD, but we continue to use "hybrid". P3 since disabling the touchscreen like this is rare (but hopefully the actual change to implement this is easy).
