chrome history file error

Issue descriptionchrome history tracker database should not open when browser is open due to security reason and even it is tried to lock that database but some how i managed to open that database even when browser is open i hope this is bug in chrome.

To confirm whether I understand correctly - are you saying that the History file (e.g. ~/.config/chromium/Default/History) is not opened exclusively, so it is accessible to other processes while Chrome is reading/writing?
