Issue descriptionChrome Version : 49.0.2623.87 OS Version: goobuntu What steps will reproduce the problem? 1. Have "Continue where you left off" in "On startup" in settings 2. Exit chrome (ctrl-shift-q) 3. Restart chrome What is the expected result? Tabs/windows are restored, no bubble shows. What happens instead of that? Tabs/windows are restored, *and* the bubble shows. If I click "Restore" in the bubble I get another full complement of tabs/windows restored (all dups of what was unconditionally opened before I clicked). Unable to reproduce the issue on Ubuntu 14.04, Windows 7, Mac 10.10.5 using 49.0.2623.87, latest canary 51.0.2688.0 as per steps in comment #0.Observed that Tabs are restored, no bubble shown. Please find attached screencast. fischman@Could you please check the issue on clean profile and update the thread if issue still persists.

Sorry, as I said in original report, this doesn't repro consistently, so checking in clean profile isn't likely to be indicative. Will check tomorrow just in case.
