Translucent of tab strip background does not match with spec

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2688.0 Safari/537.36

Steps to reproduce the problem:
1. Open Chrome with Material Design enabled
2. Place windows in front of vibrant photo
3. Observe translucent of tab strip background

What is the expected behavior?

What went wrong?
It looks like background is translucent (I was wrong about my comment in  issue 595861  comment #6), but according to spec from  issue 595861  (comment #3) translucent of background is more translucent. 

Did this work before? No 

Chrome version: 51.0.2688.0  Channel: canary
OS Version: OS X 10.11.4
Flash Version: Shockwave Flash 21.0 r0
