Base menu layout (e.g. padding for touch) on whether menu was opened via a gesture

Consider adjusting the layout of the chrome menu based on the type of input used to open it (i.e., use increased padding if the menu was opened by a tap gesture).

Not really MD-specific.  Applies to all menus.  Is specifically about touch- vs. mouse-focused layouts; clarifying.

It is?  I TLed top chrome MD and Harmony, which would be the areas I'd expect to see such work in, and I'm not aware of changes to address this.  Can you elaborate/point me to the right people?
