Request: enable 'Replay' for fetch-issued requests

Reported by arevin...@gmail.com, Mar 23 2016

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36

Steps to reproduce the problem:
1. Open Network tab of the Dev Tools and select 'XHR and Fetch' filter
2. Right click on any resource with Type: fetch

What is the expected behavior?
An option 'Replay Request' is present, much like one for Type:xhr ('Replay XHR').

What went wrong?
No such option and thus no ability to reissue requests issued with the fetch API.

Did this work before? N/A

Chrome version: 49.0.2623.87 Channel: stable
OS Version: OS X 10.11.3

Regarding 'a feature request' (Comment 2). Just a note: The filter tab has a label 'XHR' and is labelled 'XHR and Fetch' when hovered. Strange, that a Replay.. should only work for XHR and not for Fetch.
