Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36 Steps to reproduce the problem: 1. Create a div with overflow-y: scroll 2. Try scrolling in that div when content overflows 3. Doesn't work What is the expected behavior? You should be able to scroll the div when mouse is hovering over the scrollable div What went wrong? CSS issues. Did this work before? Yes previous versions of chrome Chrome version: 49.0.2623.87 Channel: stable OS Version: OS X 10.11.1 Flash Version: Shockwave Flash 21.0 r0

Do you have a sample code where this is reproducible? It work for me with the following example: http://codepen.io/anon/pen/EKmMjW Scrolls fine with mouse wheel, touchpad, and scrollbar on Mac OS 10.11.

Issue has been open for two weeks with no feedback requested as per comment #3. Closing for now. If the issue is still reproducible please provide an example as the example we tried works correctly.
