Improve the accuracy of triggering logic of Reader Mode

Project Member Reported by wychen@chromium.org, Mar 23 2016

Issue description

The triggering logic of Reader Mode is not accurate enough. Both the false positive and false negative rates are more than we'd like. False positives affect the user experience more negatively, especially if the distilled content is empty.

Example of false negative:
http://altwall.net/texts.php?show=bullet&number=2642

The main content doesn't use <p>. It's just some text nodes wrapped in <center>. The heuristics used by Mozilla Firefox is not very helpful here.

False negative for mozScore:

The main article doesn't have <p> tags.
