NumLock does not take effect on ubuntu client and windows host

Issue description

Version: 49.0.2623.87 (official ubuntu and windows version)
OS: ubuntu as client, windows as host

What steps will reproduce the problem?
(1) remoting
(2) num-lock on
(3) open notepad, or other apps with input box
(4) press 8 / 4 / 2 / 6

What is the expected output?
input 8 4 2 6 in input box

What do you see instead?
up left down right as press 4-way arrow buttons.

File attached is the output from javascript_key_tester, the up (num-lock off, and press 8) behavior on ubuntu is different, so I guess there is a specific hack for linux to handle up correct. But unfortunately, this hack causes 8 behavior incorrect.

Sounds like this might be caused by NumLock being out of sync between client and host. It should be fixed by Erik's recent changes.

Numlock works correctly when remoting from a Goobuntu client to a gWindows host with version  59.0.3071.47
