Remote desktop doesn't support audio on Windows with curtain mode enabled

Issue description

Version: 49.0.2623.40
OS: Windows 7

What steps will reproduce the problem?
(1) Connect from Linux/Mac to Windows 7 using Chrome remote desktop
(2) Make sure that you have a policy to redirect audio (https://technet.microsoft.com/en-us/library/dd759165.aspx)
(3) Start playing a video

There is no sound. The Sound dialog says "No audio devices are installed". If I connect using Cord then I get a device in the list.
 
Do you have curtain mode enabled at the host? 
HKEY_LOCAL_MACHINE\Software\Policies\Google\Chrome\RemoteAccessHostRequireCurtain is set to 1.

Summary: Remote desktop doesn't support audio on Windows with curtain mode enabled (was: Remote desktop doesn't support audio)
We disable audio on Windows when curtain mode is enabled, because the quality was not good when we tested it. However, let's spend a bit of time to see if there's something we missed.
