Sync E2E extensions testa flaky on Mac

Issue description

The E2E two_client_extensions_sync_test cases have been flaky on Mac bots. 

The flaky tests are:
TwoClientExtensionsSyncTest.Add_E2ETest
TwoClientExtensionsSyncTest.Uninstall_E2ETest
TwoClientExtensionsSyncTest.UpdateEnableDisableExtension_E2ETest
TwoClientExtensionsSyncTest.DISABLED_StartWithDifferentExtensions_E2ETest

Unfortunately the logs do not show much. It seems that the tests times out but it is not clear:

I think we should also understand why and/or fix the issue that's causing us to not get useful output here as well. It is unclear if that needs to be tracked in a separate bug or not.

[mac triage] These popped up in  Issue 711791 , but otherwise seem fine now
