HiDPI: tabs are clipped by 1px, scrollbars are too narrow

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:45.0) Gecko/20100101 Firefox/45.0

Steps to reproduce the problem:
1. Set that DPI level -> 125% in your OS
2. Launch GoogleChrome 49.0.2623.87
3. Open url data:text/html,<style>body{height:10000px} in a new tab
4. Maximize the window

What is the expected behavior?
Tabs shouldn't be clipped,
scrollbars should be of normal width,
user button in tabs toolbar should have the same size as window's caption buttons (close, resize, minimize).

What went wrong?
Tabs are clipped by 1px,
scrollbars are too narrow,
user button in tabs toolbar has small size.

Did this work before? Yes On some previous versions, before update. One month ago. (What do you expect? I've never checked Chrome's version)

Chrome version: d177478d466b84ab06f0f48081fc30e3b04be6ca-refs/branch-heads/2623@{#592}  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 21.0 r0
